The current planning boundary is larger than the 39 hectares quoted in older descriptions
The 2023 revision of the Panevėžys general-plan section on green infrastructure lists Culture and Recreation Park as a central park of 40.6598 hectares at 22 Parko Street. It says that the land parcel was formed by a detailed plan and registered. This page therefore uses 40.66 hectares, rather than treating the roughly 39-hectare figure found in older municipal documents and visitor texts as the current planning boundary.
The coordinates 55.736882, 24.333338 have been checked in Geoportal as a representative point within a broad park, not a gate, car park, wading area, or the only place to begin. Visitors can approach from Parko Street, Nemuno Street, and adjoining residential districts, so choose navigation according to the activity you want.
VLE describes the Nevėžis as a 210.8 km right tributary of the Nemunas flowing through Panevėžys. The park occupies only one part of its urban valley. Nevėžis embankments, Senvagė, Skaistakalnis Park, and Culture and Recreation Park form a connected green network, but they are not one park under a single boundary.
Modernisation in 2017-2019 created active and quiet recreation areas
The municipality modernised the park in stages. A 4 km walking and cycling loop and renewed lighting were completed in 2017, and final construction was accepted on 18 November 2019. Work also renewed approaches from Parko and Nemuno streets, paths, benches, bicycle stands, planting, river viewpoints, and other small-scale infrastructure.
In the quieter part, paths combine mature tree canopies, seasonal planting, a shaped stream valley, stone compositions, and a small amphitheatre area. The design follows the seasons, and the official visitor description stresses how its planting changes through the year. An avenue of almost fifty Japanese cherry trees briefly becomes a spring highlight, although its exact flowering week depends on the weather.
The active area has basketball and football, gymnastics, exercise, and non-traditional sports grounds, a fitness trail, and an 18-basket disc-golf course. The presence of baskets does not prove that discs are always available to hire, so bring your own. Watch for players when crossing a fairway and wait for pedestrians to clear before throwing.
Play, picnic, and dog facilities make this more than a walking stop
The main children's area covers almost 4,800 square metres and received about 70 climbing frames, slides, swings, net pyramids, and other pieces of equipment during the project. The municipality says that children with disabilities can use some of them, which is not the same as a complete accessibility guarantee. The area is extensive and close to paths and water, so young children need direct supervision.
Riverside picnic places have tables, benches, and fixed grills. Use only the designated equipment, leave no embers or litter, and avoid fire during drought restrictions. The first 78-square-metre stage of a dance terrace was also completed in 2023, but visitors should not expect an organised class or event without a separate announcement.
The park has a lit, fenced dog area with training elements. It is a designated enclosure, so ordinary city rules for leads and waste still apply elsewhere. Keeping a dog on a lead around playgrounds, picnic areas, and sports routes prevents conflicts even when the animal is calm.
The park's 4 km loop and the Nevėžis route towards Senvagė are not the same trail
For a short visit, follow part of the 4 km loop and descend to the Nevėžis viewpoints. A longer walk or ride can continue east along the river towards Senvagė and central Panevėžys. Running routes in 2026 still connected Senvagė and Culture and Recreation Park, but that full corridor is not the park's internal loop.
On shared walking and cycling sections, keep right, slow down beside play, picnic, and sports areas, and move off the route before stopping for a photograph. Main surfaces are smooth and some routes are lit, but river descents, grass, and more natural sections can become soft or slippery after rain.
The municipality publishes no separate ticket or gate hours for this outdoor park. Shared areas are free to enter, and daylight is most practical for the riverbank and secondary paths. A seasonal 2026 schedule was published for the park fountain, but those are operating hours for one installation, not for the entire park, and maintenance, events, or weather can change them.
The wading area is not the official beach, and its water was contaminated on 13 July 2026
The wading area is one specific shallow site on the park bank created during modernisation. It must not be confused with the whole Nevėžis bank or with the official beach beside the Nevėžis River dam elsewhere in the city. The municipality monitors the park site as an additional place popular with bathers, while an earlier official report explicitly called it an unregistered bathing place.
Results published on 13 July 2026 found Escherichia coli and intestinal enterococci above the permitted limits in the wading area. The municipality advised people not to bathe until a repeat sample was available. By the research check on 18 July, no later official notice cancelling that advice had appeared, so do not wade or swim there unless a newer compliant result has since been published.
The same 13 July notice judged the official beach beside the Nevėžis River dam safe. That result cannot be transferred to the park wading area because the samples came from different sites. Approval was also given for a modular outdoor toilet at 22 Parko Street in 2026, but no public source confirmed that it had opened, and an unsuccessful pump-track proposal was not a construction project. Check municipal notices and signs before relying on either water access or new facilities.
